Long Term Plan Background and Schedule

This page has been established to collate information relating to the preparation and delivery of TCDC’s Long Term Plan covering the years 2021-2031.

Key dates are

  • Phase 1 Planning – Sept 2019 to March 2020
  • Phase 2 Strategic Analysis – April 2020 to June 2020
  • Phase 3 Delivery – July 2020 to September 2020
  • Phase 4 Proposed LTP and Stakeholder Engagement – October 2020 to December 2020
  • Phase 5 Public Engagement – January 2021 to March 2021
  • Phase 6 LTP Adoption – April 2021 to June 2021

Draft Long Term Plan And Consultation

TCDC has released the draft Long Term Plan. It can be downloaded and read by clicking here. We are now in the consultation phase which runs from 12 March to 12 April.

Key issues for Hahei are

  • Visitor Revenue Generation Options – no new parking fees; develop revenue generating programs that focus specifically on international tourists e.g. Cathedral Cove Entrance Fees for international visitors.
  • Find more water and Upgrade and Expand Drinking Water Coverage – This is critical for our community. TCDC has already started this project and promising new water sources found. The project must continue for the health of our community.
  • Provide Sewage Collection and Treatment to Properties Adjacent to Wigmore Stream – The Harrison Grierson report explained that the existing treatment plant has the capacity to treat sewage from the 79 properties near the Wigmore Stream. TCDC should commence negotiations with these property owners and connect them when appropriate.
  • Continued Development of a Walking Village – The walkways that have been built over the last 3 years have improved the pedestrian experience in Hahei, but more could be done. We request TCDC work with us to continuously improve the walkability of Hahei. Some funding for foot paths should be included in the LTP.

Hahei Residents and Ratepayers Submission

At the HR&RA 2021 AGM, the proposed response to the draft TCDC 2021-31 Long Term Plan was discussed. After some discussion, it was agreed that our response should focus on the 4 key issues discussed above.

Long Term Plan 2021 – 2031 Approved

At TCDC Council Meeting on 30 June 2021, the Long Term Plan (LTP) was approved. You can download it here.

We are pleased to see that TCDC approved

  • $3.4m over 2021 – 2027 to upgrade our water supply and
  • $2.8m over 2023 – 2026 to upgrade our wastewater system.

We will be working with TCDC to understand exactly how the money will be spent.
